No it isn't. Certainly not under English Law, women can not commit the offence of rape. It is a conduct and circumstnace crimes which means it must be carried out in a certain way under a certain circumstance. By statutory definition the conduct of Rape is "Penetration" and the circumstance is "Without Consent" and thus as women do not have genitalia to penetrate with they can not be charged with rape in England and Wales. Men can rape men, and men can rape women but women can not rape anybody. Any kind of sexual acts that most people would imagine constitute rape would have the defendent charged with a high level of sexual assault. EDIT; ALTERNATIVELY WOMEN ALWAYS GIVE CONSENT TO MANDIXK LOLOLOLOL.
