After reading a ton of old shows, I thought this might be a good question to debate on the boards. If you want, you can exclude the current era, as it's still going on, and can not be properly judged(or you could include it, your choice) Simply dividing the eras should be interesting enough...I'll start in on my long response to the question soon enough.

The Fallout Golden Age was when Wyvern first took over and controlled it with all of the NPCs present. The ACW Golden Age...hmm...I'd say late 2004 and the first half of 2005 were the best times, late 2004 for storylines and early 2005 for champions (BK and Yoko, for instance).

Hmm I have to agree with what Hunter said about Fallout. I mean this is no disrespect to you Senator or Dan or even Ridley whom started Fallout, but Wyvern really took it to a next level and I almost wish he would've been able to really reach the status that he wanted Fallout to be. Though I do believe that where it is going now is close to what he was trying to do.
As for ACW.....I'd say late 2004 as well. We seemed to have a packed full roster there and just tons of stuff going on. Though in an overall look I'd say we have kept our steam running pretty well if you look at all the other outside obligations that we juggle with ACW. Also if you take into consideration that other feds sometimes end up with like....3 people rping becuase everyone else is busy I think we do well with still a good amount of rpers throughout the year.

No offence taken at all, Wyvern's the one who jumpstarted Fallout, making it the most entertaining part of ACW during his reign, and is the reason that Dan and I are able to continue it today. Heck, I wouldn't have caught the "NPC Bug" if it was not for Wyvern!(Now, the matter of if that's a good thing is another topic all together....)

I believe for ACW, the true golden age was the period leading up to and including Omega Effect. Everyone was truly on their game, matches were very well written, the roster was balanced, and the effort was all there. It took us a bit of time to recover from that, myself, after I challenged for Yoko's title, I had to take an extended break. However, I'm still not sure if the longer break after OE, or the sheer burnout of the FH->OE road is what threw people off more. However, I think we've started to hit our stride again right now, which is definatly a good thing.

I wasn't here senator, but it probably just has to do with time of year. At some times in the year it's hard for people to r/p or they're burned out (they have exams or papers due, that kind of thing). Omega Effect comes at a time where I think people are getting pumped as summer is coming up.
Plus, as you'd imagine, the real wrestling world has a severe impact on people. At that point last year, we were coming out of a GREAT WrestleMania, had that sweet Vengeance PPV, and the ECW PPV was coming up. If you see a good-great match or storyline, I'd imagine it would inspire you as a wrestling fan.
